Added a extra readitor in the cellar but bottom part stays cold?

Just added a new additional radiator in the cellar, after putting the heating on the radiator gets hot from the top but bottom part stays cold, i tried bleeding and there is no air in them, I have Baxci eco80 combi boiler. could you please advise.
